Unical authorities allege IPPS responsible for non-payment of several staff

It has been alleged that a huge number of staff of University of Calabar were not paid their salaries for March 2020 due to issues with the Integrated Payroll and Personal Information System (IPPS).

IPPIS had been introduced in February for the management of employees’ payroll in higher institutions across Nigeria.

Beatrice Igwe, the university’s Bursar noted, in her memo addressed to “the university community,” a number of errors by the IPPIS in Abuja, claiming they led to the non-payment of salaries of some staff and non-payment of some basic allowances to those who were paid.

She said “IPPIS had taken over the payment of salaries since February this year and any error or issue experienced emanated from them and not management of the university as alleged in some quarters.”

Among the lapses were non-deduction of third party liabilities like loan repayment and contribution, sending of several staff’s salaries to a microfinance house where there accounts are not domiciled, and non-implementation of increments due to staff.

“As at April 9, 2020, I received a list from IPPIS purported to be staff with invalid accounts. The implication is that, all those staff listed could not receive their salaries according to IPPIS due to invalid account numbers.

“It was quite surprising because on no occasion did Bursary adjust any bank account details of these staff or staff who were all paid February salaries by IPPIS using the same data already in their database from the enrolment exercise,” Igwe said.

She disclosed that the IPPIS also wrongly merged the salaries of nurses and doctors in the medical centres and medical schools together on Consolidated Tertiary Institutions Salary Structure, CONTISS rather than Consolidated Medical Salary Structure (CONMESS) for medical doctors and Consolidated Health Salary Structure (CONHES) for nurses and other health workers.

“The annual incremental steps for staff was not implemented by IPPIS neither did they pay non- regular allowances to deserving staff, allowances such as shift, call duty, medical hazard were completely left out.”

The bursar enjoined those yet to receive their salaries to be patient while the university authority contact the IPPIS with a view to correcting the flaws.
