Following truce, Mangal appoints director to Oando’s board

Oando Plc has announced the appointment of Alhaji Bukar Aji as a non-executive director of the company in accordance with Article 88 of the Company’s articles of association. The appointment took effect on January 19, 2018.

While Oando was silent on the interest Aji is representing, many reliable sources confirmed to Ripples Nigeria that the Yobe-State born retired administrator is representing the interest of Alhaji Dahiru Mangal.

Ripples Nigeria had on Monday reported that Oando had reached a truce with Mangal with affirmation of Mangal’s substantial shareholding and an offer to him to appoint a director unto the board of Oando. The truce was brokered by the Emir of Kano, Emir Muhammadu Sanusi II under a peace accord concluded on January 7, 2018.

“In addition, subject to the provisions of the SEC Code, Companies and Allied Matters Act (‘CAMA’) and Oando’s Board Appointment Process, Oando’s Board of Directors will consider the appointment of representation for Alhaji Mangal to the Board. The representation will take the form of Directorship from qualified individuals nominated by Alhaji Mangal,” Oando stated in a regulatory filing signed by Ayotola Jagun, Oando’s Chief Compliance Officer and Company Secretary.

The truce was a trade-off of the petition written by Mangal to the Securities and Exchange Commission (SEC), alleging gross abuse of corporate governance and serious infractions against the management of Oando. The petition, alongside another written by Ansbury Investment  Incorporated, snowballed into a major crisis that led the apex capital market regulator to order for suspension of trading on the shares of Oando and a conduct of forensic audit on the operations of the company.

Aji, was born on 13th January, 1959 at Busari village in Yobe State. He attended the Government College, Maiduguri; Borno College of Basic Studies, Maiduguri and graduated from the University of Maiduguri in 1984.

He began his civil service career in Yobe State where he held several key positions, including Chief Administrative Officer, Governor’s Office, Maiduguri (1989-1991), Principal Secretary to the Military Administrator of Yobe State (1992-1993); and Principal Secretary to the first civilian governor of Yobe State (1992-1993); and Principal Secretary to the second military Administrator of the State (1993-1995).

In year 2000, he was appointed into Federal Civil Service and served as the Director, Planning, Research and Statistics (PRS) at the Federal Ministry of Women Affairs in 1995 and was later posted to the Federal Ministry of Defence in year 2000 as Director, Personnel Management. He also headed various Departments in the Ministry of Defence until his posting to the Office of the Secretary to the Government in 2008 as the Director, International Organizations.

In 2009, he was appointed Permanent Secretary and posted to the Ministry of Defence. He later served as Permanent Secretary, Ministry of Police Affairs (August 2009-2010) and Permanent Secretary, Federal Ministry of Works (September 2011-November 2012); and Permanent Secretary, Common Serviced Office, Office of the Head of the Civil Service of the Federation.

Aji was appointed the 17th Head of the Civil Service of the Federation on Monday, 25th March, 2013 until his retirement on 18 August 2014.
